No magical girl groups or independents are allowed to exist in Tokyo outside of the Tokyo Council. They are presided over by the Chiyoda Group, and Toshimichi Akane.
As long as passing magical girls announce their intentions ahead of time, the Tokyo Council's standing policy is to allow them to pass through various Tokyo districts to travel or shop.
